Regulations in plain English
The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 require every private-sector rented dwelling in England to have a satisfactory EICR carried out by a qualified person, issued to the tenant within 28 days, and renewed at least every five years. Local authorities can demand a copy within seven days and can impose remedial notices where they judge the installation unsafe.
HMOs and licensed properties
Houses in Multiple Occupation carry additional obligations — often a full fire alarm system (BS 5839 Part 6 Grade A or D depending on grade), emergency lighting, and more frequent inspections. We handle HMO EICRs alongside the fire alarm certificate as a single package where it saves you a second visit.
Change of tenancy
Best practice, and increasingly a requirement of managed lets, is a PAT test on any landlord-supplied appliances at every change of tenancy. Bundled with the routine EICR if in the same window, it keeps the paperwork tidy and the property re-lettable without delay.

Selective licensing areas
Cheshire East does not currently operate borough-wide selective licensing, but individual estates and HMO categories can carry stricter conditions. We stay across the current rules and flag anything unusual before the certificate is issued.
